Does a builder need to be Gas Safe?

Only if the job includes gas. A builder title does not cover a boiler. Gas work needs Gas Safe. Oil work needs a competent-person scheme for oil.

What should the quote include?

Labour, materials, waste, scaffold if needed, VAT, and a list of what is excluded. Ask what happens if you change the job after they start.

A builder’s quote in Wales

Wales has no official builder tariff. A firm in Cardiff and a firm in a valley town can both be competent and still quote different numbers. The useful question is what this quote includes, not what a UK average said last year.

Ask for it in writing

A price in a text message is easy to argue about later. Ask for a written quote before you pay a deposit. It should say:

Labour, and whether that is a fixed price or a day rate.
Materials, and who buys them.
Waste, skip, and scaffold if the job needs them.
Whether VAT is in the figure.
What is left out, and what happens if you change the job after they start.

A handshake is not a quote. A flyer after a storm is not a contract.

What the title does not cover

Deposits and stages

Be wary of a large sum before anything is on site. Stage payments tied to work you can see are easier to follow. Ask who clears up, whether a skip on the street needs a council permit, and who applies for it.

Planning permission and building regulations are separate from the quote. A listed building, a flat, or a conservation area can need the council before anyone cuts or extends. The builder can help you ask. They cannot replace the council’s answer.

Before they start

Photograph the existing condition. Agree working hours. Know who is the lead if a plumber and an electrician are on the same job. The trades pages list who to ask in a town. They do not replace a written scope for this house.

Changes after they start

If you add a window, move a wall, or keep the old kitchen units after all, that is a variation. Ask for the extra in writing before they do it. A verbal “while we’re here” is how a fixed price becomes a day rate.

Ask who is insured, and whether the quote assumes you move furniture and lift carpets. Ask what “making good” means: paint the patch, or paint the wall. If the job needs building regulations, ask whether their competent-person scheme notifies the council, or whether you must. A finished-looking job without the paperwork is not the same as a signed-off one.

Keep the quote, the messages that change it, and photos of each stage. If the figure on the invoice does not match the quote, ask which line changed before you pay the last stage.
