Wales’s 20mph rules — what actually applies where you’re driving

Wales set a default 20mph limit on restricted roads in September 2023 — the first UK nation to do so. The confusion is not imaginary: enforcement data has shown tens of thousands of speeding detections on 20mph roads, with a large share concentrated on a small number of routes.

The important detail for drivers is that the rule is not uniform street by street, and councils can apply to put specific roads back to 30mph.

What “default” means

Unless a road is signed otherwise, treat residential restricted roads as 20mph. Trunk roads and roads signed 30mph (or higher) are different. Look at the signs in front of you, not a memory of 2022.

Roads can revert

Councils have used exemption routes to restore 30mph on named streets after monitoring. Cardiff, for example, has reverted major corridors such as Newport Road, Western Avenue, Ocean Way and Hadfield Road after works completed. Newport has identified roads for reversion; other councils have few or none planned. That list changes — check the council and the roadside sign, not a blog from last year.

Hotspots are local

National fine totals hide local concentration. A handful of roads have accounted for a large share of detections. If you drive the same commute every day, learn that road’s signed limit after any council change.
